Q.

Filing !-130 for family members

I am naturalized citizen planning to file I-130

My sister lives in India, I want to file I-130, however, at the sametime, looking to get H1-B filed for her so that she can come here sooner rather than waiting until approval and grant of immigration visa. Whether H1-b can be filed for her while I-130 is pending?
And I want to file I-130 for my parents who live in India. Once they get green card, to maintain permanent residency status,kindly, please let me know the mandatory stay in US required for them.
