Q.

OPT eligibility question based on my specific visa history

Hello,

Am I eligible to apply for an OPT based on my specific visa case history?
Below is a summary of my visa history in the U.S. so far for your reference.

I was on F1 (Student) visa form Sep 2006 to Dec 2007 (Masters degree) and then on OPT (12 months) thereafter set to expire Dec. 2008.
I then went on H1B from October 1 2008 (approved in the lottery in April 2008).
I got laid off in May 2009 after which I went back to my home country for 2 months and came back on a new student visa (F1) from Sep 2009 to present day (2nd Masters degree).
The end date on my current I-20 is December 11th 2011 which is also my graduation.
Both my Masters degrees are with the School of Engineering.
Degree 1 Major : Integrated Microsystems
Degree 2 Major : Engineering Management
