My earlier OPT & STEM extension expired on Mar,26 2011. Rejoined MS program in Uni A on April,04 2011. My first quarter grades are low due to lack of attendace. Now I wanted to transfer to Uni B as they provide CPT program.

Uni A says instead of sevis transfer they terminate my sevis(showing low grades as reason) or else I can continue in A for next sem.

Is there a way I can move to Uni B without my sevis termination ?
If no, what would be the risk of applying the reinstatement. any issue from USCIS ?
what is the better way for moving to H1 without moving out of country ?
