I am currently in the US on F-2 status. I have received an admission from Univ. A for Fall 2011 quarter to do my masters. I have applied for a change of status from F-2 to F-1 a month ago through Univ. A, and I am waiting for the result.

After I applied for COS, I received an admit from another Univ. B for fall 2011. I prefer Univ B over Univ A. I would like to know what are my options regarding transferring to Univ B, once my COS to F-1 gets approved. Do I need to enroll in Univ. A before I can transfer my I-20 or can I do it pre-enrollment? I know some of this depends on the university itself, but I would like to know what the law allows on this.

I have always maintained my lawful status in the US. Please let me know what my options are.
