F1 to H1 COS-- 30/60 day rule

Hi
I have Masters from school A, then transferred to schol B to pursue PHD, then my sevis got terminated because School B was shutdown. Then I left the country and re-entered
with new SEVIS for school C for PHD program.

Since I entered on new SEVIS, i am considered as initial student, Now my employer has filed for H1B with COS 15days after entering US.

I see there is 30/60 day rule which my company attorney still believes is fine.

Now I am worried about my application and its consequences,

Could you please let me know what is the best way to resolve this issue without any problems to my immigration history?

How about Withdrawing my H1B application?
And what are the chances for COS approval if applied after 100days of entering USA considering my entry with new sevis?
