Q.

OPT for less than 1 academic year; studying on H1b

I earned B.S. from university A and used OPT from 7/10/2006 to 7/9/2007. I had my H1b filed with company A in 2007 and also got admission in university B for M.S. with I-20 starting from 9/7/2007. H1b started from 10/1/2007.
From 10/1/2007 till June 2010; I attended school, traveled and changed 2 more companies on H1b.
Throughout 2010 I was full time student.
I quit my job in June 2010 and filed for COS to F-1. It was approved on 8/5/2010.
I graduated on 12/18/2010 and filed for OPT on 11/20/2010. USCIS sent me RFE on 02/20/2011 for 2 reasons
1. You had OPT previously, please send I-20 of university A showing degree level.
2. Evidence that I was on F-1 status for one full academic year.
How to qualify for OPT? Will I have time to switch to H1b if OPT is denied?
