Q.

OPT Extension deadline missed by 1 day

I am working for an E-verified employer under my post completion OPT. My OPT expired on February 3rd and my application for 17-month STEM OPT extension reached USCIS on February 4th, 2011 due to a delay caused by Snow storm in Chicago. I shipped it on Feb 1, 2011 though. Will I be eligible for the OPT extension considering the inevitable delay? Is there any grace period that USCIS offers in such cases?
