L2 to F1 Conversion Queries

1.1.Can L2 enter USA w/o L1 (assuming L1 in his country )?
2.Is NO to 1., L2 and L1 enter US. L1 is good until March 20th,2011.
3.L1 returns to his country in a week. Provided L2 gets I-20 from a college in that time. Can L2 status to F1 w/o going out of USA if already in US? Chances of approval within US?/needs stamping ?
4.Can L2 stay in US if his visa status (L2-F1) is pending with USCIS? Chances of RFEs, what if the conversion gets delayed than expected and crosses 20th March? Can L2 stay in US? Time limit? My primary intention is to enter USA while my L2 is valid and convert it into F1 and ultimately get enrolled into MBA. During the transition period of 2 - 3 months I want to enroll into some English Language class and ultimately apply for MBA. Best possible work around?
Thanks.
