Urgent !! OPT Denied - Pls help

Hi, I am writing with regard to my OPT.
OPT application was submitted on (Sept 13 2010) but got a denial letter dated, Dec 21. I graduated on Dec 18. I received mail from USCIS yesterday. They denied the application just because i 765 form was submitted more than 90 days before the date of graduation date on I20. (i.e.,in my case, its 5 days before 90 days period) So we were wondering,
1. Should we open a MTR (Motion-to-reopen/reconsider the decision) ?
2. Is it possible to apply for a new OPT again (since we are still within the 60 day period after her graduation). ?
We have only 33 days from the date of this notice (which is Dec 21st) to respond to them!
Please kindly advise me on the next possible steps. Looking forward to hear from you. Thanks in advance!Regards, Pavithra
