Q.

CHANGE OF STATUS F2 TO F1

My question is :Can I start school when my change of status from F2 to F1 is under process ?
I am currently on F2 Visa and have applied end of September for change of Status from F2 to F1 .I hope to start Spring semester in Jan 2011. However my F1 has not yet come - I paid the SEVIS fee late since I was not informed about it by the school and USCIS received it only on Nov 30.I have the confirmation receipt but no decision yet.
