Q.

H4 to F1 transfer denial ,Motion to reopen or ?

Hi, I have applied for my H4-F1 transfer in 02/2010.I got a query in May regarding financial support which I replied.
I'm currently living with my husband so i have submitted his bank a/c statement($10K-$11K balance),his employment letter & salary certificate(~$80K+ annually),W2 forms,Affidavit of support(I129) etc.
On July 12 I've received a letter of denial from USCIS that "Your I-20 listed just cost of tuition as $19K for the first 12 months.With living and other expenses that cost rises to $26K.You just have over $10K available and that is not sufficient to cover just the tuition of the first year" and they mentioned i can file motion to reopen/reconsider.I have already paid around $13K to the college so far.Please let me know how can i proceed with applying reopen/reconsider(I290B)
