Q.

H1-B to F1 - When to pay Sevis Fee?

I am currently on H1-B working for last 3 years. I will be starting school in Fall 2010 so I will be leaving US on July 30, will go to Delhi Consulate and get F1 visa stamped and re-enter US on Aug 18th. I have following questions regarding this situation.

1) My last day of work according to my resignation will be Aug 1, 2010. Considering that, can I pay Sevis Fee for F1 before Aug 1. Does paying the Sevis Fee while you are still working on H1B violates any rule?

2) If I can't pay Sevis Fee before my last day of work, I will not get the receipt in time for my Visa Interview on Aug 8th. What are my options then?
