Q.

H1B and F1

Dear Mr. Rubman,
My co. has filed for an ext of my H1B (first 3 years completed), late last month. I would like to apply for an F1 in case the H1B doesn't come through. My questions are:
1) Generally, how long does it take to get the F1 approved - since I am already in the country, would that work in my favor?
2) If the H1B ext and the F1 approval happened concurrently, and I got both approvals, which should/ would take precedence...can I chose 1 over the other? Will there be any issues?
3) In your experience, how are H1B ext after the first 3 years viewed by the USCIS - are RFIs generally issued - what are the probability of an outright rejection/approval?
I have never violated any of my visa conditons ever and I do not have any criminal record.
