Q.

Wife's Visa Rejected

I am on F1 Visa since from Aug-06 & I wanted to bring my wife here. Her visa has been rejected 2 times. The first Visa was rejected in July-09 under B1/B2 category. After marriage, she took 2nd appointment in Sept-09 under F2 category. They asked her to bring a new I-20 which will reveal that my course study will be long enough & put her in pending state. I sent her a new PhD study I-20 & She went to the consulate in Feb-10, again her visa has been rejected under 214-B. She is doing PhD in India.My questions are 1) What should be the category to file a new application, F2 / (B1/B2) category? 2) What exactly she needs to say in front of visa officer so the visa officer will convince that she is not a potential immigrant.I don't have any sponsor to file my H1B this year,hence no H4 for her.
