Q.

H1 to F1 then I140

My H1b will reach 6 years limit (including recapture) in 2 months. My PERM is pending since May 2009. I got accepted to do a masters. I plan to switch from H1 to F1 to do the masters. My question is:
-Is there anything wrong with filing COS from H1 to F1.
-If my PERM (EB2) gets approved can I file for I140+I485 from F1?
-If my COS is pending and PERM approved. Can I withdraw COS application to File I140. Do i become OOS in this case?
