Pending FOIA with DOL & USCIS

Employer is not willing to share Approved Labor

LC EB3-India Nov 2004, I-140 Sep 2007 (Have 1 page approval Notice copy)

I would like to remain on H1B and have the below questions

1) Is H1B transfer possible without adversely impacting I485 ?

If true then,

a) Will the new company be able to get 3 years H1B extension?

b) Is it mandatory to have approved labor copy or I-140 copy or approval notice to transfer H1B to other company?
