Q.

AC21 Filing and H1 Transfer

A follow up on my prev question on "I-140 revoked 485 pending".With Employer A(GC filing firm),Had H1,140 approved on 5/2006, 485 filed 8/2007. 180+ days after filing 485,changed to employer B on AC 21 on EAD(also transferred H1 valid till 3/2011).Extended EAD now valid till 9/2010. Laid off by Employer B on 1/23/09, moving back to employer A on AC21, but Employer A had revoked my I-140 in 10/2008(after 2+ years of its approval). Last pay stub of me is dated 1/23/2009 thru Employer B
1. Does the new AC21 be filed only thru attorney or can it be sent by me or my employer?

2. Does my AC21 need to reach USCIS before my H1 tranfer petition is filed, wherein attorney is requesting 3yrs extn based on 140, though it was revoked after 2+yrs of its apprvl &485 pending for more than 1 yr?
