Q.

I131 denied for lack of evidence(Photo)

My husband applied for an advance parole and he went back to India.It looks like USCIS sent a letter requesting for a photograph, which was returned back to USICS from my old address.Now even after changing the address, USCIS sent another letter stating that my husband's I131 was denied due to lack of evidence(photos).They also stated in the letter that my husband can file I-290B.Is there any guarentee that the case will be re opened if he files I290B or can he file a new I131(he is out of country now)? He is not going to visit USA in next 2 yrs. Is it mandatory to have advance parole extended every 1 yr while I485 is pending?He is visting US every year just to renew his advance parole.Can he only renew his advance parole when is planning to visit?he is just wasting money just to renew.
