Q.

H1 transfer, SSN not yet obtained

Hi,
I am looking for full time jobs and if I get an offer, will I be able to transfer my H1? My H1 with current employer started only 3 weeks and ago and SSN is still in process. Since, SSN is not yet available, I am not on payroll yet. Generally paystubs are needed for H1 transfer. What can I do in this situation?
Also, will USCIS compare resumes submitted for H1 transfer with resume submitted for my previous H1 processing?
