Q.

I-140 want to file in EB2

PD -Jan. 2004
I-140 denied in EB2,I-140(EB3 approved in June 2009), approved I-485 filled in July 30,2007- Final Interviewed for I-485 was held @ local office dec. 15,2009
first FP 10/19/2007 second FP 01/25/2011.

Question:(1) Can I file another I-140 in EB2.
If yes than what is Eligibility.

i did 4years degree civil engineering+10 years experience.
Question: (2) if my nationality is Canada and born in India if that make case faster of speed up.
