Q.

Convert from EB-3 to EB-2

Back ground:

Perm / Labor approved with 4 year engineering bachelor degree + 17 years exp

I 140 approved with petition filed as A professional (at minimum, possessing a bachelor’s degree or a foreign degree equivalent ) or a skilled worker (require at least two year of specialized training or experience).

Filed as Account Manager

Skill level 4

Priority Date , October 2, 2008

What and how should I do to convert from EB-3 to EB-2 keeping same priority date:
1) Keep the same labor approval and amend the I 140 saying this should have been the EB-2 because of bachelor+17 year exp
2) Keep the same labor and apply new I 140 for EB-2
3) Apply new Labor+new I 140 with same employer
4) Apply new Labor + New I 140 with New Employer

Pls let me know.
