PERM-DENIED - H1 will EXPIRE May 31,2011

After waiting almost 2 years EB3-Perm DENIED.My date of entry-May2005, My 6th year H1 based on i-94 will expire June1, 2011(WITH-OUT TRAVEL). My questions as follows:
1) Do i have enough time to file a new PERM? considering PWD, SWA posting and ADS, How many days in total approximately required before actual filing of PERM?
2) IM QUALIFIED for EB2 - BS+5, Can you suggest if its better to file PERM under same company or NEW company, where a new company willing to do a EB2 petition as an ARCHITECT.
3) I know that i cant able to extend my H1 DUE to insufficient 365days. If ever the PERM APPROVED and my h1 ALREADY expire can i still continue greencard application even im outside US.
4.)Can you suggest the best way to do for me to able to stay in US . MY family here, Can you help?ADVISE pls
