Ideal time to file labor after the advertisement:

Based on the following Advertisement information what is the ideal time for my employer to file the labor ?
Can I apply as of today? or Do I need to wait for one more month?

Start date for the SWA job order: 01/21/2010
End date for the SWA job order: 03/22/2010
Name of the newspaper in which first advertisement was placed: The Washington Post
