Q.

NIW RFE-additional citing papers published after the filing date

I am preparing my NIW RFE. I was told by someone that the citing papers I am submitting this time must be published BEFORE the filing date. However, when I was preparing my EB1B RFE, USCIS clearly states in the RFE notice that I could submit additional citing papers, which may have been published AFTER the filing date. I am confused. Which one is true? Is the publishing date requirement for NIW RFE additional citing papers different from the one in EB1B? In my NIW RFE response,do I need to mention that citing papers published after the filing date should be acceptable( just like USCIS indicating in my EB1B RFE notice)? How will I bring it up in the RFE response?
