Q.

US B2 visa rejected in UK

My brother is an Indian citizen working in UK from Sept 2009 on tier 2 general work permit valid till April 2012. He applied for US B2 visa in London on July 1, 2010.It got rejected on grounds that his stay-in/ties-to UK was not long enough.He is visiting India in Sep 2010, can he apply for US B2 visa in Mumbai, India in Sept 2010? Should he refrain from applying for any kind of US visa(B2,H1B, F1) in UK now ? Does this rejection affect his chances for any other kind of US visa ? How soon can he apply for a H1B visa or F1 visa from India? Thanks
