Q.

B1/B2 or H1B visa for my brother

I am currently working in US for the past 6yrs. I came to US on F1 visa in 2004. My question is about my brother. He was initially rejected F1 visa twice in 2008. After that he went to UK for his Masters. He finished his masters in the UK in 2010, and tried for a US F1 visa for Masters. He got rejected twice in Ireland, was asked to go to home country and tried twice.
So, in total my brother got rejected 6 times for F1 visa. 4 times last year alone. I want to find out if there is a way i can apply a B1/B2 visa for him to come to US. I understand he can switch to F1 visa once he enters US legally on B1/B2. Kindly suggest what is the most efficient way to bring my little brother to US. Is H1B an option? If yes. He is currently in the UK and can relocate to Canada (by Jan 2012) if it helps.
